  1. The main content of the revision

One is to clarify the container weight verification requirements. According to the provisions of the International Convention on the Safety of Containers and the International Convention on the Safety of Life at Sea, the container shall not exceed the maximum total mass of its cargo when it is transported in cargo; The actual weight must be verified.

To this end, the Ministry of Transport issued the Notice of the Ministry of Transport on Implementing the 2015 Amendment to Article VI / 2 of the 1974 International Convention for the Safety of Life at Sea (Ministry of Transport [2016] No. 92), which was exported to China Requirements for weight verification of cargo containers have raised requirements and achieved positive results. The newly added Article 47 of the “Rules” clarifies the obligations of shippers and carriers in the weight verification of containers intended to be delivered to ships for international transportation and requires the shipper to verify the weight of the container before delivery to the ship for transportation.

The “Rules” stipulates that weight verification can be carried out by the overall weighing method and the cumulative calculation method, and draws on the common practice of the shipping countries and regions such as the European Union and Japan.
